Illinois lawmakers are considering new
budgeting policies aimed at countering a frequent complaint of school officials
in states with lotteries: that gaming revenues do not really help
education because they are matched by cuts

Also
in 2010, Representative Phillip Owens, the chair of the House
Education and Public Works Committee introduced a bill aimed at establishing a more sustainable
funding policy for CSD, and despite being stalled by opponents representing traditional districts, the 2011 - 12
state budget included a
funding increase for CSD schools.
The
state's School
Budget Review Committee voted last month to give the 11,000 - student district authority to spend an additional $ 7.5 million
in state education funds this school year — the
state's largest school bailout ever.
District administrators clearly understood that the district's
budget was heavily dependent on the
state's basic
education subsidy, and that the
state had increased this subsidy
in fiscal years 2010 and 2011 by using federal stimulus
funding.
The school district could not know exactly what Corbett planned to do with the
education budget, but it recognized that a big increase
in state funding to offset the elimination of federal stimulus
funding was unlikely.
