High quality schooling that provides equal
educational opportunities for secondary English language learners (ELLs) must include seven key
components: state
leadership, oversight and compliance; governance; fair funding; parent and community engagement; student achievement and support; teaching and curriculum quality; and accountability.
The McREL work has been a regular
component of my courses in
educational leadership focusing on specific actions superintendents take to create the conditions for superior performance of teachers and principals.
The remaining 70 percent is a mixture of other
educational components, including financial and instructional practices, connections with families and the community and shared
leadership, governance and success.
Components of the program address the needs of emerging school leaders engaged in formal
educational leadership programs, approved district principal preparation programs (PDF) and district professional development programs for current school leaders.
