If they can institute their plan more cost effectively, negating the effects of an unfunded state mandate, and it is accepted as
an effective evaluation of teacher performance by their Bd of Ed, admins, and teachers, then where is the argument?
The study, by Richard Murphy from the London School of Economics, suggests ten tips that schools should use for

Not exact matches
Teachers who earn that number
of points from the classroom - observance component are virtually assured
of compiling enough points from other parts
of their
evaluations, based on students» performance on tests, to be rated «

The issue raised by the release
of value - added information is simply how quickly and how assuredly we get to a more rational system
of evaluations — for both
teachers and administrators — and to a more rational personnel system that guarantees an
effective teacher in every classroom.
Given all this, it is perhaps unsurprising that the biggest ever study on
teacher evaluation, the Measures
of Effective Teaching Project (MET), revealed that even the very best observation approaches had limited success in identifying the
teachers also associated with the highest gains in pupil attainment.
A key element
of this effort is developing
evaluation systems that identify both the highly
effective and the highly ineffective
teachers and administrators — and then actually uses that information to make personnel decisions.
Effective leadership is a pre-requisite for a successful school; in successful schools head
teachers and senior leaders understand the changing needs
of their schools and their staff, continually communicate their ideals, vision and expectations, use robust monitoring and
evaluation, balance support with challenge and plan ahead to sustain excellence.
Whereas even Florida's much - vaunted
teacher -
evaluation system rated 98 percent
of teachers as
effective or highly
effective, the most recent results from the New Mexico system rated only 71 percent
of teachers effective or better.
In Michigan, 98 percent
of teachers were rated
effective or better under new
teacher -
evaluation systems recently put in place.
After extensive research on
teacher evaluation procedures, the Measures
of Effective Teaching Project mentions three different measures to provide
teachers with feedback for growth: (1) classroom observations by peer - colleagues using validated scales such as the Framework for Teaching or the Classroom Assessment Scoring System, further described in Gathering Feedback for Teaching (PDF) and Learning About Teaching (PDF), (2) student
evaluations using the Tripod survey developed by Ron Ferguson from Harvard, which measures students» perceptions
of teachers» ability to care, control, clarify, challenge, captivate, confer, and consolidate, and (3) growth in student learning based on standardized test scores over multiple years.
For example, some studies have found that less -
effective early - career
teachers are more likely to exit than more -
effective novice
teachers, even in the absence
of high - stakes
evaluations.
Most states adopting new
evaluation systems saw little change in the share
of teachers deemed less than
effective, arguably limiting their potential to address underperformance.
The other parts
of the study will focus on experimental research to establish the impact
of mindfulness on the mental resilience
of teenagers as well as an
evaluation of the most
effective way to train
teachers to deliver mindfulness classes.
What if the reason that
teacher evaluation reform was so disappointing — with 98 percent
of teachers still rated
effective — was because we misdiagnosed the problem?
This effect is similar in size to those found in
evaluations of primary - school inputs» impacts on postsecondary outcomes, such as being assigned to a
teacher who is particularly
effective in raising student test scores.
A report from the nonprofit TNTP found that
evaluations are often neither
effective (more than 98 %
of teachers are deemed «satisfactory») nor instructive (three out
of four evaluated
teachers never received feedback to help them improve their practice).
But the same principals, when asked to evaluate the
teachers formally as part
of the state's mandatory
evaluation system, gave fewer than 3 %
of their
teachers a less than «
effective» score on any
of the seven standards against which they were judged.
But if we truly want
teacher evaluations to be part
of an ongoing cycle
of learning and growth, one that helps to cultivate great
teachers, then
effective policy has to address school capacity, particularly the capacity
of traditional public schools.
The new version
of the law, he said, will need to ensure
effective teachers and principals for underperforming schools, expand learning time, and devise an accountability system that measures individual student progress and uses data to inform instruction and

of union - district cooperation around teaching

of DC and that when properly engaged, unions can embrace the idea
of teacher evaluations that include a component for student performance as well as compensation packages that are linked to evidence
of effective teaching practices.
And centralized

evaluation systems being pioneered by the Gates Foundation in their Measures
of Effective Teaching effort were supposed to impose meaningful consequences for failure to perform well on those metrics.
In the largest study
of instructional practice ever undertaken, the Bill & Melinda Gates Foundation's Measures
of Effective Teaching (MET) project is searching for tools to save the world from perfunctory
teacher evaluations.
Peer review also seems to be more
effective than administrative
evaluation in the remediation or removal
of veteran
teachers with serious performance problems.
Teacher Inquiry is considered as an

teachers gain a better understanding
of their classroom practice and, by developing reflective practitioner competences, contribute to their own self -
