For the next several years, Mapp and colleagues consulted with USDOE to develop what came to be called the Dual Capacity - Building Framework for
Family - School Partnerships, now released
by the government as a downloadable, shareable model that schools and districts can use to build the kind of
effective, mutually rewarding
engagement that will make schools the center of their communities.
Among those lessons learned are operationalizing adult learning / development and adaptive leadership
by simultaneously attending to the personal and professional development of the people at all levels of the organization; creating and sustaining conditions and support mechanisms for
effective teamwork and collaboration to occur; and redefining community
engagement in ways that value
families and communities and engage them as true and equal partners who possess funds of knowledge.
NCASE supports school - age care and summer learning programs
by working with state - wide school - age networks and other community partners to expand learning opportunities for school - age children; identifying and promoting
family engagement approaches; and coordinating with early childhood and school - age stakeholder groups and other federal programs to maximize
effective service delivery models and minimize duplication of efforts.

In response to educator demand for a more

by linking high quality curriculum, formative assessment, professional development and
family engagement in a seamless, interconnected way to better support daily instructional practice.
Dissemination of parenting interventions can be strengthened
by attending to several key factors and principles: (i) ensuring interventions are used that match
families» needs and preferences, (ii) strong scientific evidence is available to support intervention components used in a population based approach, (iii) multiple destigmatized access points are provided for
families and (iv) cost -
effective strategies are used.47 Poor participation and
engagement by parents in parenting programmes stands as one of the most difficult barriers to widespread
effective implementation of parenting programmes.48, 49 Parental willingness to participate in a parenting programme depends on several interacting variables.
