A new system aims to speed up the triage of victims
during mass casualty incidents: Instead of colored paper
tags, first responders use colored
electronic wristbands.
During the six hours in which the respondents were allowed to leave their homes, they were required to wear
electronic tags and confined to restricted urban areas, the larges of which was 72 km2, and excluding any area in which they had lived before.
