De Blasio has come
under criticism for his use of political consultants, who he insisted are «agents of the city» when denying a
FOIL request for their
emails; the ethics agreement would require them to disclose clients.

emails that had been sought
under FOIL in the summer of 2013 that related to a controversially named food cart that was banned from the Saratoga Race Course and Empire State Plaza in Albany.
