The flexibility provided by ESSA presented an opportunity for states to invest in
pipeline - spanning changes that address several components of the teaching profession.48 While most states focused primarily on one or two aspects of the
pipeline to improve in their ESSA plans or addressed challenges and solutions in broad terms, other states presented a more holistic theory of change with targeted strategies that address the
entire pipeline — from the intentional recruitment of diverse
teachers and more clinical
teacher preparation experiences, to data - driven professional development and career advancement frameworks.
