We surveyed municipal shelters regarding general practices and asked for 1) the number
of animals received, 2) the number euthanized, 3) method
of euthanasia and carcass disposal, 4) what agency typically handles cruelty complaints, 5) are
animals adopted out already altered or with a spay / neuter contract, 6) if a contract is
used, is it enforced, 7) an estimate on number
of calls for help from outside
of jurisdiction, 8) is there a tag and / or spay neuter ordinance and, 9) is it enforced?

of using euthanasia as a means
of animal control,» and he wants to «change our present situation to make
animal euthanasia, as a means
of animal control, a last resort.»

Update Mar. 5, 2009: The North Carolina House Agriculture Committee heard testimony yesterday about Davie's Law which would end the
use of gas chambers on shelter
animals and ban heartstick and mandate safe lethal injection for
euthanasia of dogs and cats.

used rarely and only as a final resort when it has been medically determined that an
animal is suffering from a medical condition that is untreatable to allow the
animal to maintain quality
of life, or exhibits extreme behaviors that are beyond correction and that are deemed unsafe to other pets, people, and to the
animal itself.
Last year Perdue wrote a letter to the state Department
of Agriculture, urging the adoption
of rules requiring
use of lethal injection as the only method
of euthanasia in
animal shelters.
Under HB 27 a veterinarian, certified
euthanasia technician or a probationary CET working under the supervision
of a veterinarian, has complete discretion to choose the method
of killing: CO gas chambers or lethal injection.  A log must be kept
of the method
of killing
used for each
animal, the identity
of the person performing the killing and the reason for the particular method. Â

The issue
of eliminating the
use of euthanasia for unadopted dogs in Los Angeles city shelters has been a hot issue since 2003, when the city put down 30,000
animals (dogs, cats, rabbits, horses and others).

used for the
euthanasia of animals in an
animal shelter.
Wyoming law also defines
euthanasia to mean «the act or practice
of providing a humane death for
animals through the
use of euthanizing drugs».
New York (would mandate
euthanasia by injection or EBI), Pennsylvania (would also ban chloroform, ether, halothan, fluothane, or similar substance when
used in an airtight chamber or plastic bag, North Carolina (would mandate EBI), Georgia (EBI mandated already for dogs and cats and bill would close loopholes that allow many counties to continue to
use CO gas; the bill would allow heartstick only if the
animal is unconscious, heavily sedated or comatose), West Virginia (would ban new Co gas chambers), New Mexico, Louisiana (would ban CO chambers for dogs and cats and also ban heartstick unless the «
animal is unconscious or rendered completely unconscious and insensitive to pain through the injection
of an anesthetic») and Michigan (would also ban CO2).
The American Humane Association also opposes Greyhound racing, favors pre-conviction forfeiture
of animals in cruelty cases, and
uses outdated estimates
of shelter
euthanasia to support claims
of pet overpopulation.
So many counties and cities cite the American Veterinary Medical Association (AVMA)'s
euthanasia reports as authority for the continued
use of animal gas chambers.

Unfortunately, current Oklahoma laws that restrict smaller cities and counties from creating public
animal shelters, that affect spay and neuter services, and that allow for the
use of gas chamber
euthanasia and the practice
of pound seizure hinder the ability
of Oklahomans to adequately care for and manage pet overpopulation.

of work in an
animal shelter environment, including the
use of euthanasia.
It's bordering on first in the nation in terms
of the philosophical change from
using euthanasia as the principal method
of population control
of homeless and unwanted
animals.»
