ensures all public school students have access to high - quality

ensure that the DOE will implement a new
teacher evaluation and support system by this September and New York City schools will not risk further loss
of state money.
A divided state Board
of Regents on Sept. 16 proposed three changes to the state
evaluation system aimed at making the process fairer: an appeals process to address aberrations in growth scores,
ensuring that privacy protections to bar the release to the public
of individual
teachers» growth scores will remain in force and the creation
of a hardship waiver for school districts who find it difficult to hire outside evaluators.

States should improve their
teacher licensing processes to
ensure that the effectiveness
of all
teachers is assessed on a regular basis as a condition for the granting and renewal
of a state teaching license — regardless
of the particular criteria for
evaluation and tenure laid out in state tenure laws and collective bargaining contracts
IF the IDOE collaborates with key stakeholders, including LEAs, institutions
of higher education, and educator associations, to refine existing human capital management systems that leverage

teachers have a viable curriculum based on the Common Core Standards; valid and reliable assessment tools to measure growth in every subject area (tested and nontested); and time to work in professional teams to set growth targets, analyze data, and provide the appropriate instructional interventions for every student.
