The state Education Department on Tuesday released preliminary results
of the second year
of the
mandatory teacher -
evaluation system, which included data from New York City for the first time.
All the
teachers interviewed agreed, however, that their use
of technology is not
mandatory or tied to
evaluations; it's up to them whether or not to use it.
But the same principals, when asked to evaluate the
teachers formally as part
of the state's
mandatory evaluation system, gave fewer than 3 %
of their
teachers a less than «effective» score on any
of the seven standards against which they were judged.
They never even lobbied to make
teacher evaluation a
mandatory subject
of bargaining.
The organization works with ALEC to write and promote education reform policies such as school grades,
mandatory grad retention, high stakes testing, unmitigated charter growth, corporate tax scholarships, competency based education, personal learning accounts, virtual learning, tying student test scores to
teacher evaluations, weakening
teachers unions and attacking the constitutional authority
of school boards.
Despite the effort
of superintendents» association to keep test scores out
of teacher evaluations,
mandatory state assessments, including the Florida Standards Assessment and end -
of - course exams, will continue to be used to determine a
teacher's Valued Added Model score, a portion
of each
teacher's
evaluation.
Washington was one
of 43 states to receive a waiver, but it never adopted
mandatory teacher - performance
evaluations, which the Department
of Education cited in its letter refusing renewal
of Washington's two - year waiver.
One after another,
teachers used the words «meaningless» and «unfair» to describe the
evaluations and the process used to arrive at those judgments... Another
teacher said the majority
of his autistic, special - needs students failed the SBA — a
mandatory assessment test — yet he was judged «highly effective.
The most high profile
of these conflicts center on Indiana's new school voucher program and
mandatory teacher evaluation law.
Superintendent
of Public Instruction Tony Bennett says what makes Indiana different from other states who have implemented
mandatory teacher evaluation laws is that the Department
of Education hasn't specified an assessment tool for districts to use.
They failed to realize that under current bargaining laws,
teacher evaluation was not a
mandatory subject
of bargaining!
Last January, facing a tough re-election campaign, Governor Dannel Malloy and his pro-corporate education reform industry allies threw
teachers a bone by postponing — for one year — the requirement that towns use the Common Core Smarter Balanced Assessment Consortium (SBAC) test results as part
of the state's
mandatory teacher evaluation program.
On a broader level, state officials point to policy changes — such as
mandatory teacher evaluations — for which they say the colleges
of education aren't preparing graduates well.
Even unions can't pull this out
of the water until legislatively
teacher evaluation language becomes a
mandatory subject
of bargaining.
