AIR is conducting a three - year
evaluation focusing on a variety of
outcomes (e.g., educator perceptions, teacher retention, teacher effectiveness, and student achievement) associated
with the contract and associated initiatives.
I compare the impacts of increased family support on student test scores from these four studies
with the impacts of pre-K school readiness interventions using, first, a synthesis of findings from 67 pre-K
evaluations of test
outcomes 2 - 4 years after pre-K, [xv] and, second, the follow - up findings from the Head Start Impact Study [xvi] for 3rd graders.
A: After two years of piloting in 30 districts that contain over 14,000 educators, AchieveNJ was created to better align educator
evaluation with practices that lead to improved student
outcomes.
For example, Head Start has been and continues to be a leader in its focus on family engagement and comprehensive services, on children
with disabilities, and on children from diverse cultural and linguistic backgrounds; in its commitments to accountability for program quality; in its investments in the professional development of the early childhood education workforce that led to the development of the Child Development Associate (CDA) credential; and in its commitment to and investment in research and
evaluation to strengthen quality, improve child
outcomes, and reduce the achievement gap.
The study provides important insights into the feasibility of the programme in terms of: its potential effects on
outcomes; an estimate of these potential effect sizes (providing valuable information on sample sizes for future study); the impacts on different groups (particularly
with regard to free school meal eligibility); and key facilitators and barriers to implementation (from the process
evaluation and the exploratory analysis of dosage).
The process
evaluation formed the bulk of the fieldwork,
with the aim of providing formative evidence on all phases and aspects of the intervention from cascading the training to evaluating the
outcomes.
Those high - performing schools did things like «set measurable goals on standards based tests and benchmark tests across all proficiency levels, grades, and subjects»; create school missions that were «future oriented,»
with curricula and instruction designed to prepare students to succeed in a rigorous high - school curriculum; include improvement of student
outcomes «as part of the
evaluation of the superintendent, the principal, and the teachers»; and communicate to parents and students «their responsibility as well for student learning, including parent contracts, turning in homework, attending class, and asking for help when needed.»
Findings from
evaluations with high external validity have been obtained in settings that are representative of those in which the program is to be implemented, and address whether differences between the
outcomes for program and control groups are sufficiently sizable and sustained to make them worthwhile
with respect to the program's goals.
Evaluation tools in iObservation are directly linked to definitions of core effective practices to align observations and feedback
with desired
outcomes.
IF the IDOE collaborates
with key stakeholders, including LEAs, institutions of higher education, and educator associations, to refine existing human capital management systems that leverage
evaluation and support systems to recruit, prepare, develop, support, advance, reward, and retain great teachers and leaders, THEN increased educator capacity and effectiveness will ensure equitable access to excellent educators and lead to improved student
