«In the short term, I call on the State Department
of Education, local school districts and the union leadership to expedite their negotiations on a
teacher evaluation system to prevent the loss
of hundreds
of millions
of dollars in federal funding.
Gov. Andrew Cuomo earlier today told Susan Arbetter on «The Capitol Pressroom» that the 2010
teacher evaluation law, now the subject
of a contentious lawsuit between
teachers unions and the state
Education Department, was flawed because it's too complicated.
Cuomo has had an at - times truculent relationship with
teachers unions, especially when it comes to support for charter schools and other concerns
of the
education reform movement, such as stronger
teacher evaluations.
Further proof
of my assertion not long ago that
education is developing into a serious sticking point between Gov. Andrew Cuomo and Assembly Speaker Sheldon Silver came in the form
of a statement from the governor that blames «Assembly - led» legislation passed in 2010 for the current fight between the
teachers unions and school districts over the creation
of teacher evaluation systems.
First, the state
Education Department and the
teachers unions must resolve a lawsuit over the
evaluations or Cuomo will insert his own plan into the 30 - day amendments (taking advantage
of the broad powers the governor has over the budget in New York).
But the entity was just one
of several
education - oriented groups that spent heavily on trying to influence legislation as issues ranging from
teacher evaluations to charter school expansion stoked debate at the Capitol.
NYSUT's spending came as Gov. Andrew Cuomo proposed a series
of changes to the state's
education policies, including a new criteria for
teacher evaluations, a strengthening
of charter schools and making it easier to close schools deemed to be «failing.»
Lawmakers in both houses in recent weeks have introduced bills designed to ease aspects
of the
education policies in the budget, ranging from a codification
of students opting out
of state tests to exempting top - performing school districts from the new
teacher evaluation criteria.
State lawmakers earlier this year agreed to a package
of education policy changes that linked test scores to
evaluations as well as in - classroom observation and made it more difficult for
teachers to obtain tenure.
During a speech at the Rockefeller Institute
of Government in Albany, King offered
education reforms such as the Common Core standards and
teacher evaluations as vehicles
of greater equality in schools.
In the event the City and its collective bargaining units fail to reach agreement on a
teacher evaluation system by the end
of May, an expedited arbitration process, led by the Commissioner
of Education, will occur.
Cuomo is also trying to shake up
education policy, by threatening to withhold hundreds
of millions
of dollars in increases in school aid from schools that don't agree on
teacher evaluation plans with
teachers.
In late December, the state's
education commissioner froze some
of the state's $ 700 million dollars in Race to the Top grants, saying some schools, including in New York City and several upstate cities, had not complied with the
teacher evaluation requirements.
«To address this crisis, I have advanced legislation to delink this essential state
education aid with the implementation
of a new
teacher evaluation policy.»
But much
of that added spending is tied to backing Cuomo's
education policy changes, including more stringent
teacher evaluation measures and strengthening the state's charter schools.
Representatives
of the 600,000 - member union, in response, pointed out that
Education Department officials responsible for supervising
teacher evaluations had themselves cited the union - endorsed scoring system as one that districts could adopt.
Talks over the
evaluations broke down in the city last month when Department
of Education officials refused to consider the UFT's insistence that
teachers who receive poor ratings be allowed to appeal them to an independent arbitrator.
The increase in school aid is contingent on passage
of a package
of changes to
teacher evaluation, tenure, and other procedures called the
Education Opportunity Agenda.
The decline comes after the Department
of Education agreed to place a moratorium on linking Common Core - based test results to
teacher evaluations.
Cuomo is linking up to $ 1.1 billion in new spending for
education to enacting a number
of his
education reform proposals, including lifting the cap on charter schools and a new, more stringent
teacher evaluation process.
«If the
Education Secretary genuinely wishes England to do as well as countries such as Finland, to which he frequently refers in the White Paper, he should follow its example by replacing the inspection system with school self
evaluation, refrain from the publication
of results by school League Tables and the setting
of narrow performance targets and allow
teachers to choose their own method

teacher performance bonuses and scholarships to attract new

Elia's selection comes at a crucial time for

The members seeking a change in leadership argued that Iannuzzi wasn't aggressive enough in fighting the policies
of Governor Andrew Cuomo and
education commissioner John King, such as a
teacher -
evaluation system that includes student scores on state exams.
«The basic purpose
of this commission, according to the governor's charge, was to «comprehensively review and assess New York State's
education system, including its structure, operation and processes...» In failing to deal at all with such major issues as funding, special
education, the lack
of appropriate supports for English language learners, as well as ignoring major current controversies such as implementation
of [
teacher evaluations] and common core systems, the commission has ill - served students, parents, and the public at large.»
While he has protected and promoted the growth
of charter schools, other aspects
of his
education policy have not gone as planned - these include the rollout
of the common core learning standards and tougher
teacher evaluations by tying them more closely to the results
of student standardized test scores.
The delegates approved two resolutions: one calling for the proper use
of assessments to further
education, and the other calling for the state Board
of Regents to hold public hearings on the implementation
of the required changes to the
teacher evaluation system.
Disagreements that have roiled the state's
education community in the wake
of new
teacher evaluation laws approved by Governor Andrew Cuomo and the legislature as part
of the budget were highlighted at a day long summit called by
education officials.
In an intense Delegate Assembly on Jan. 18, UFT President Michael Mulgrew explained to delegates the competing visions
of teacher evaluation held by the UFT and the city Department
of Education that have resulted in the union being in Mayor Bloomberg's direct line
of fire.
At the Oct. 19 Delegate Assembly, the first since the summer break, UFT President Michael Mulgrew reported on principals abusing the
teacher evaluation system, the dysfunctional Special
Education Student Information System and the need to make the state's richest pay their fair share
of taxes.
The fiery UFT president suffered a bruising blow from Mr. Cuomo in the latest state budget deal, which gave the state
education department and Board
of Regents power to create new
teacher evaluations that are expected to emphasize standardized tests and make it easier to dismiss
teachers.
Education advocates and
teachers» unions have questioned the use
of the test scores in the

evaluations, saying they are unreliable.
It is unclear whether federal acting secretary
of education John King — New York's former state
education c ommissioner who championed the Common Core and helped usher in the use
of teacher evaluations tied to state assessments under No Child Left Behind and the federal Race To The Top grant program — will give his blessing.
Mr. Cuomo had declared he would boost
education funding by just over $ 1 billion only if the legislature agreed to adopt his reform plans — which included state receivership
of failing schools, an increase in the charter cap, new
teacher evaluations based on state exams, and changes to
teacher tenure.
The Ken - Ton school board is seeking changes in state
education funding and the board will also consider taking student test performance out
of the equation for
teacher evaluations.
But Mr. Malatras has been particularly visible in pushing Mr. Cuomo's
education reform agenda, authoring a long and public letter to the state's Board
of Regents and liaising with various interests in Albany as all sides gear up for a post-budget fight over the specifics
of teacher evaluations.

The state's
education commissioner says she's open to granting waivers to delay new
teacher evaluation for an additional year, saying the new systems should not be hastily pushed through because
of an arbitrary date.
Believing he was among friends, UFT boss Mike Mulgrew showed what he's really made
of during a closed - door meeting with union activists — spewing hatred toward
education «reformers» and charter schools, and even admitting he sabotaged
teacher evaluations.
«Our members are very knowledgable about
education issues, and while there is great concern about the implementation
of the Common Core and the over-reliance on testing, there are many other issues that are front - burner for NYSUT members,» he said, listing concerns over the property tax cap, equitable school funding, the
teacher evaluation system and the statewide expansion
of pre-kindergarten.
«It's trying to confuse people, but it doesn't substantially change anything,» said Diane Venezia Livingston, a mother
of three and founder
of Port Washington Advocacy for Public
Education, a group that opposes tying test scores to
teacher evaluations.
Flanagan's post as chair
of the
education committee has helped him grow in prominence, particularly as issues like the Common Core standards,
teacher evaluations and charter schools have dominated the political landscape.
