Unfortunately, somewhere along the road to the brave new world of charter schools and market incentives, Bloomberg and Klein either forgot, or never comprehended in the first place, that all good education, and,
even more so, education for disadvantaged children, starts with systematic and explicit instruction in the
basic skills of literacy, numeracy, and other foundational
academic subjects.
