The problem is that a good number of policymakers, pundits, and others who control the education system seem to think that the almost -
exclusive purpose of education is to impart economically useful skills.

Many — if not most — studies — such as literature, philosophy, history, religion, geography, and anthropology (to name only some
of them)-- by their very nature draw upon a variety
of other fields
of study and thus are particularly suited to general
education, provided they are not ruined for that
purpose by professional zeal to make them into precise, technical,
exclusive disciplines — as occurs even in such a naturally general field as literature, when its promoters restrict it to technical textual analysis.
In recent years, that goal has been largely crowded out by an almost
exclusive concern with access to school and educational attainment, with less regard for the quality and
purpose of education.

These involve recent LEA boundary changes that have not yet been incorporated into the Census database for LEAs (which usually takes two to three years), charter schools that are treated as separate LEAs under the laws
of some states but are not in the Census LEA database (because they are not based on
exclusive geographical boundaries), and some special
purpose LEAs that provide particular educational services (such as vocational and technical
education or
education for certain students with disabilities) to multiple «regular» LEAs in certain states.
That is, the public value
of learning is recognized and protected, by enabling an exception to copyright's
exclusive monopoly when it comes to «the
purpose of research, private study,
education» (as well as parody or satire, criticism or review, and news reporting).
