Some of these areas are only available as additional endorsements to
an existing teacher license.

The Department has identified six areas:
teacher recruitment; preservice training for future
teachers;
licensing; retaining beginning
teachers; in - service professional development for
existing staff; and
teacher incentives and accountability.
It is also a program for certified
teachers who want to add English Language Learner (ESL), Bilingual or Special Education certification to their
existing license.
The new rule must maintain a high standard of quality for
teachers and simplify the licensure system as much as practicable, including the following: (a) simplify the grade levels licensees can teach and adopt broadfield subject
licenses; (b) enable school districts to increase the number of
teachers by offering internships and residency opportunities; (c) simplify out - of - state licensure reciprocity; and (d) expand pathways for
existing licensees to fill high needs or shortage areas.
Four factors perpetuate this patchwork system: from state - to - state, licensure exams are rarely a meaningful measure of readiness to teach; the bar for passing is often set too low; little uniformity
exists across state lines; and current processes limit the ability of
teachers to easily transfer their
licenses to other states.
Although there is no overall shortage of good,
licensed teachers, spot shortages in some specialties and in certain geographic locations DO
exist and the unions have not done much to help school boards recruit and retain effective
teachers in those areas.
National and state level adapted physical education
teacher certifications or
licenses exist.
At the same time, the district is investing in professional development to retain effective school and classroom leaders and paying for assessments so
existing teachers can be
licensed in needed subject areas.
Consistent with the federal definition of «highly qualified
teachers» from NCLB, all states require a bachelor's degree to qualify for a
teacher license in the majority of fields (exceptions
exist for certain career and technical education fields).
