expect that most people in that
area would be able to deal with even the highest accumulation predicted (you wait for a
snow plow to come by if nothing else), but that is simply an assumption on my part.
So if the climate were constant, wouldn't we
expect snow coverage to decline slightly, just because of the larger urban
areas?
One would not
expect to see much effect in
areas where (a)
snow was on ground year - round or (b) where it never
snowed, but where
snow was seasonal.
