DOE presents a good distillation of the Administration's general approach to science and technology: a particular skepticism of
federal technology
programs and hostility to
climate research; a general interest in scaling back even fundamental science; and a desire to increase investment in defense - related activities.
President Donald Trump today unveiled a 2019 budget request that — once again — calls for eliminating numerous
federal research programs, including a fleet of NASA satellites, energy
research efforts, and
climate and environmental science
programs.
But a number of
federal research programs and projects remain in Trump's cross hairs, including five of NASA's Earth science missions and various
research, including on
climate or environmental science, at the EPA, the National Oceanic and Atmospheric Administration and the U.S. Geological Survey.
The problem is that, on the
federal level, «there's no
research program at all in a coordinated way,» panelist Ken Caldeira, a
climate scientist at Stanford University in Palo Alto, California, told ScienceInsider.

The Bush administration has essentially buried this study by refusing to discuss it and has directed
federal climate science
program leaders in the agencies to refrain from any substantive reference to or use of the National Assessment in public statements, reports to Congress, and
research planning.
The report recommends that a single
federal entity or
program be given the authority and resources to coordinate a national
research effort integrated across many disciplines and aimed at improving both understanding and responses to
climate change.
