The report, conducted by the Center on
Education Policy, a Washington - based research organization that tracks
implementation of the
federal law, found that schools and districts are better aligning instruction and state standards, that test scores are rising, and that the number of schools labeled «in need of improvement» is holding steady.
On top of his own

Federal law in postsecondary
education must also be a robust source of support for local innovation, research, and
implementation of strategies designed to improve teacher and principal effectiveness and include: Evidence - based preparation and professional development; Evidence - based evaluation systems that include, in part, student performance; Alternative certification programs that meet workforce needs; State and school district flexibility regarding credentials for small and / or rural schools, special
education programs, English learners and specialized programs such as science, technology, engineering, arts, and mathematics; and Locally - determined compensation and teacher and principal assignment
policies.
In combination, these initiatives have progressively increased the demands on teachers and their students and have laid the groundwork for what was to come next - an unprecedented
federal intervention on state level
education policy - making that directs all states toward a single goal (i.e., 100 % of students reaching «proficiency») via a single system of
implementation (i.e., standards - based assessment and accountability).
It is necessary to preserve the importance of the Department of
Education, maintain a watchful eye on the
implementation of
federal programs and protection of civil rights, and resist the administration's proposed harmful
policies.
No matter how robust a
federal or state school - choice law, for such
policies to work, local leaders — mayors, nonprofits, and
education officials — need to have a strategy for
implementation.
Based on insight from school districts, state
education agencies, policymakers and
education organizations, this
policy framework guides states and districts in working together to create flexibility to support scaling personalized learning, including explorations of defining areas of flexibility at the state and
federal policy level, the supports needed for district
implementation of personalized, competency - based
education and the roles of states and districts in this work.
The department provides advice and support to the principals at more than 650 schools in the
implementation of
federal, state and local
education laws and
