What if in Upstate
cities - Syracuse, Rochester and Buffalo (the other two New York
cities on a top 10
list of concentrated minority poverty)-- we dramatically reduce
federal taxes for any business willing to locate within their boundaries and hire legal
city residents?
State officials came up with a new
list of 188 «priority» schools, including 90 in the
city, to meet a March 1 deadline under the
federal No Child Left Behind Act — or risk consequences such as a loss
of funds.
Under the new legislation, which Mayor Bill de Blasio has said he supports, the
city will honor immigration waivers if the
federal government requests them with a judge's warrant — and even then, only if the subject
of the warrant was convicted within the last five years
of a violent or serious crime, or is a possible match on the terrorism watch
list.
But things quickly soured after de Blasio clarified that the money in his proposal could only be used for people who were not accused
of committing certain crimes, specifically any offense
listed among the 170 crimes which the
city has deemed «deportable offenses» that would require law enforcement to turn over offenders to
federal immigration authorities.
Another section
of the order calls for publishing a weekly
list of crimes allegedly committed by undocumented immigrants and jurisdictions who fail to comply with
federal detainee orders to «better inform the public regarding the public safety threats associated with sanctuary»
cities.
The orders signed Wednesday also require
federal officials to publish a weekly

cities where they are not turned over to

Commute times here are among the shortest
of any
