federal school accountability programs hold schools to specific standards of academic performance and assume each school is given a fair shake at accomplishing the task of educating its students.

Most criticism of the
federal lunch
program in recent years has centered on health and nutrition, but documented abuses in
school districts in North Carolina, Ohio, New Jersey and elsewhere have prompted questions about
accountability.

A unitary
accountability system enables the state to fairly and transparently monitor
program compliance and inform the public about performance; make difficult decisions about withholding funds, intervening with local boards, and taking over
schools and districts; and uniformly and thoroughly administer
federal programs.
Rather than providing students skills that have real currency in today's labor market and preparing them for gainful employment,
accountability provisions in the
federal No Child Left Behind Act and Race to the Top funding
program have focused on increasing short - term gains that measure success or failure of
schools.
That's in part because

accountability for the progress that English - learners make in learning the language is now integrated into Title I, the
federal program under which the performance of all other students is scrutinized.
While state education agencies are responsible for implementing
federal programs, in many states the governor and the legislature, not the chief state
school officer and the state education agency, are in charge of testing and
accountability policy.
A report by the Government
Accountability Office, the investigative arm of Congress, criticized the
federal Education Department for taking too long to process applications, which did not give districts and
schools enough time to figure out the
program's tricky framework.
Last
school year, Florida combined its grading system with the
federal system to create a trial
program called «differentiated
accountability.»
The administration promised $ 1 billion in new spending on preschool; spurred states to adopt controversial K - 12 reforms such as performance - based teacher evaluations and the adoption of the Common Core State Standards through its Race to the Top grant
program and waivers to the No Child Left Behind law; significantly expanded the
federal School Improvement Grant
program to turn around low - performing
schools; targeted for - profit colleges and attempted to increase
accountability in the higher education sector; and pushed a proposal by the president to make community college free.
The law was passed in 2015 and in 2017 states drafted their plans, which included new
accountability systems based on multiple measures that include factors other than test scores; conducting needs assessments for struggling
schools and learning communities facing the greatest challenges in order to tailor support and intervention when needed; developing clear and concise plans for targeting
federal funding in ways that meet the needs of students in the
school; and implementing
programs and monitoring their progress in collaboration with educators.

CORE, along with a majority of states, has been operating under a
federal waiver
program that offered relief from the demands of NCLB in exchange for a number of conditions — one of them was to create new systems for student achievement and
