As states and districts work to develop new accountability systems under the Every Student Succeeds Act, six California districts who received
federal waivers under the Obama administration are getting the first hints of how more holistic accountability systems might work.
As in California's CORE districts, a collaborative of ten districts that received
a federal waiver under NCLB, the multiple measures can be weighted periodically — the new law requires a determination once every three years — to allow a calculation of which schools are most in need of assistance.
For this reason, the district has chosen the lesser of two evils:
a federal waiver under the No Child Left Behind Act that allows the setting of different proficiency targets in exchange for promising to several overhaul measures.

federal Race to the Top grant and in
waivers under the broad
federal No Child Left Behind education law.

waiver like the one that's being proposed, schools and teachers in LAUSD would be operating
under a different set of
federal rules than those in most of the rest of the state.
After struggling for months to find a way for California schools to take advantage of the Obama No Child Left Behind
waiver, state officials said Thursday they may have found a solution - petition relief
under a separate, general
federal waiver provision.
The state was required to issue the report cards this year in order to obtain a
waiver from requirements
under the
federal No Child Left Behind law.
In the letter, the groups also say Wisconsin received about $ 23 million in
federal money to implement Common Core in exchange for receiving a
