It still remains to be seen whether or not Inter will turn the Portuguese's stay in Milano in to a permanent one amid an ongoing battle with
financial fair play problems that have plagued the club for a number of years now.
The wording in the PSG announcement is key, they can't officially say that it's a loan which will become a permanent deal because if they did then the transfer fee would go on this year's accounts (and give them a big
Financial Fair Play problem).

problem is the badly defined
financial fair play.
Paris Saint - Germain have also been touted as his next club, although having already splashed out a monster $ 222 Million to sign Neymar from Barcelona, UEFA and their
Financial Fair Play Regulations may have a large
problem with that.
The
problem for City, though, is that Uefa's looming
financial fair play legislation precludes them adding De Rossi's # 200,000 - a-week salary to their huge wage bill without first ridding themselves of the drain presented by paying Carlos Tevez not to
play.
