The
rules were written with good intentions to correct examples
of ignorance and to solve conflict before it happens but they are enforced in blunt instrument
fashion without judgement (most especially upon the individual that has the gall to actually want to build something) as a result
of the Barney Fife mentality
of local yokels who may have no idea why the
rule was written in the
first place.
