If section 4 of the PAFVA was amended to list these sorts of practical matters as things to be addressed, then a victim of
domestic violence would have a
protection order to show the landlord and that
protection order would say whether the landlord's consent was needed to change the locks, who was responsible
for the rent, whether the security deposit had to be returned, and who should pay
for damages.

As a practical matter, victims of
