The bottlenecks are frustrating
for Canadian
oil producers because heavy crude is in great demand from U.S. Gulf of Mexico refineries, which are designed to process it, and have faced
shortages of Venezuelan and Mexican heavy crude.

shortages that caused Venezuelans to report losing an average of 11 kilograms (24 pounds) last year are particularly tough
for oil workers tasked with grueling physical work in often remote
oil fields.
This isn't a matter of collusion or market power, it's simply a matter of a broad market
for refined products not affected in the same way by pipeline
shortages and transportation bottlenecks which affect crude
oil prices in one region but not another.
The conditions
for oil workers have deteriorated
for years, with
shortages of food, unsafe working conditions, and hyperinflation destroying the value of paychecks.
In any event, the
shortages will be in the refined products market much more so than
for crude
oil.
What we have also done to prevent this type of thing happening again is that I have ordered the Bulk
Oil Storage and Transportation Company which is responsible
for keeping Ghana's strategic stock to keep one month's supply of light crude in reserve so if there is any challenge in terms of
shortage in light crude, BOST will supply.
This will go a long way in ensuring crude
oil get to the refineries
for refining and subsequent supply to Nigerians to ameliorate the current fuel
shortage.
With
oil reserves headed inexorably
for depletion,
shortages and more wild price swings (like last summer's $ 147 - a-barrel spike) very likely loom ahead.
