This allows polluters to meet an
overall target
for emission reductions at the lowest price.
-- Not later than 30 days after the date of the enactment of the American Clean Energy and Security Act of 2009, the Secretary shall establish an independent advisory committee, to be known as the «USDA Greenhouse Gas Emission
Reduction and Sequestration Advisory Committee», to provide scientific and technical advice on establishing, implementing, and ensuring the
overall environmental integrity of an offset program
for domestic agricultural and forestry practices that reduce or avoid greenhouse gas
emissions, or sequester greenhouse gases.
Reduced fuel consumption in homes and industry was responsible
for an additional 12 % of the
overall emissions reductions.
* Horsepower and torque expected to top previous model (testing is ongoing — check media.gm.com
for updates) * NOx
emissions reduced at least 63 percent over 2010 models * Quieter operation * High - pressure (30,000 psi / 2, 000 bar) Piezo - actuated fuel system
for greater fuel efficiency, improved performance and reduced
emissions * Exhaust brake system that enables controlled vehicle slowdown on downhill grades without actuating the brakes * Selective catalytic
reduction after - treatment system using diesel exhaust fluid (DEF) injection to provide the best
overall diesel characteristics and performance — with a range of about 5,000 miles (8,000 km) between DEF refills * Combustion and after - treatment have been optimized to provide about 700 miles (1,125 km) between diesel particulate filter regenerations — a 75 - percent improvement over the previous system and significant contributor to improved fuel efficiency, as the regeneration process requires additional fuel * B20 biodiesel capability
for an alternative fueling option * Internal revisions that improve durability
Computer modeling of the NRDC plan, which used the same model used by the EPA, suggests that if the EPA does follow this approach, the US could see a 26 percent cut in power plant
emissions — and an
overall reduction in the US carbon footprint of 10 percent by 2020 — the largest share of achieving the 17 percent
reduction the president has called
for.
«Use of full or partial CCS technology should not be part of the BSER [best system of
emissions reduction]
for existing EGUs [electricity generating units] because it would be more expensive than the measures determined to be part of the BSER, particularly if applied broadly to the
overall source category.»
We conclude that this scenario offers three attractive characteristics: environmental security, because the global carbon budget is set at a level which keeps global warming below 2 degrees; economic efficiency, because carbon trading allows the
reductions to be made
for least
overall cost; and global social justice, because
emission rights are allocated equally to all people.
For example, many countries have already established 2020 emissions reduction goals without accounting for the overall carbon budg

Subtitle B: USDA Greenhouse Gas Emission
Reduction and Sequestration Advisory Committee -(Sec. 531) Amends the Food Security Act of 1985 to require the Secretary of Agriculture to establish an independent USDA Greenhouse Gas Emission
Reduction and Sequestration Advisory Committee to provide scientific and technical advice on establishing, implementing, and ensuring the
overall environmental integrity of an offset program
for domestic agriculture and forestry practices that reduce or avoid GHG
emissions or sequester GHGs.

A critical threat to the potential
for future
reduction of CO2
emissions from use of fuel economy technologies is that they can be used to increase vehicle power and size rather than to improve the
overall fuel economy and reduce carbon
emissions.
At last week's Africa Carbon Forum (ACF), delegates called
for stronger emphasis on results - based climate finance
for both mitigation and adaptation to climate change, and they reiterated their support
for market - based mechanisms like the Clean Development Mechanism (CDM), which allows
emissions - reducing projects to earn certified
emissions reduction (CERs) that can be traded to meet
overall national
reduction goals.
Because non-carbon generation (the second factor) has a zero - carbon factor
for direct
emissions, the
overall reduction in total carbon intensity was applied to total generation, i.e., multiplying total generation by the 2005 value of 0.608 mt / MWh.
In other words, the U.S. is leading all industrialized nations in CO2
reductions — the greenhouse gas responsible
for three - fourths of global warming, according to this report — and is also reducing methane
emissions that represent a relatively minuscule contribution to the
overall GHG radiative forcing (i.e. global warming) identified in this report.
«
Overall, it has been a disappointing set of outcomes
for forests, in particular because there has been no decision on measurement, reporting and verification (MRV) of
emissions reductions.
By contrast, under a «mass - based system,» states would have to meet an
overall target
for greenhouse - gas
emissions and ensure that power plants either make those
reductions at their facilities or finance efforts to achieve them in other ways, such as by reducing consumer demand or investing in carbon - free electricity generation.
Neither will the 85 % electric - sector CO2
reduction afforded just by nuclear + gas suffice: 85 % is what we should be shooting
for overall, meaning electric - sector
emissions must become essentially zero.
CRITICISMS Among the criticisms of the CDM is the risk of non-additionality — that companies will be rewarded
for projects that do not in fact lead to an
overall reduction in
emissions, or that a project will reduce
emissions but that other
emissions will increase elsewhere (known as leakage).
For many countries, tackling oil and gas methane
emissions, including as a component of their Intended Nationally - Determined Contributions to the UN agreement to be adopted this year in Paris, could make a meaningful contribution to their
overall GHG
reductions by 2030.
This allows polluters to meet an
overall target
for emission reductions at the lowest price.
For example, a facility that met its compliance target of 12 per cent
reduction in carbon intensity could still see
overall emissions rise 76 per cent by doubling its oil output.
