Thanks to Gov. Andrew Cuomo's intervention, the UFT on Feb. 16 reached a groundbreaking agreement in Albany on an appeals process
for teacher ratings that includes the independent validation by a neutral third party that the union insisted upon to ensure fairness.
The demonstrations were aimed at Cuomo's plans to increase the importance of standardized tests
for teacher ratings, boost the number of charter schools and turn over the management of troubled city schools to outside groups.
Gov. Andrew Cuomo called for bonuses of $ 20,000
for teachers rated «highly effective» on their performance evaluations during his State of the State speech today.
It grabbed immediate national attention for its explicit dismissal policy
for teachers it rated as ineffective, as well as for its substantial financial rewards for high - performing teachers.
As for New York City, the UFT held out in negotiations with the city for a stronger appeal process
for teachers rated ineffective.
IMPACT, the District of Columbia's teacher - evaluation system, also uses a set distribution
for teacher ratings.

teachers» union leaders are aimed at settling a lawsuit brought by the unions that threatened to block new job
ratings for thousands of
