Ofsted's annual report reveals that of 170 local authority - maintained schools that were languishing at the lowest rating in April last year, when new rules around
academy conversion came into
force, 65 of which have still not converted to
academy status.

forcing some sixth form colleges to merge with other colleges, while others are moving to
academy status simply to secure the same exemption from VAT that schools enjoy automatically.

Forced conversion into
academy status is not going to be the default option for coasting schools,» said Mr Hobby.

There are wide variations within the
academy category, with sponsored
academies, which are
forced into
academy status after poor Ofsted ratings, predictably faring worse than converter
academies, which must be rated good or outstanding before being allowed to convert.
Currently all schools can choose to convert to
academy status, but those deemed to be struggling or failing to improve sufficiently can be
forced to convert.
