In particular, Article 1
of the New York Convention
of 14 December 1973 on the Prevention and Punishment
of Crimes against Internationally Protected Persons, including Diplomatic Agents,
states, inter alia, that every
Head of State, while on the territory
of a
foreign State, enjoys that protection.
