The exploitation of
foreign workers continues, even though the context has shifted significantly.

workers surely need the jobs (on average) much more than (most) Canadians do.

foreign workers, and even undocumented
workers), language barriers must be addressed in order to ensure access to justice.
But even during the severe housing downturn and a period of high unemployment the construction labor force
continued to recruit new immigrants to partially replace native and
foreign born
workers leaving the industry.
