As the public becomes more aware of the heinous practice of
dog fighting and other blood sports in the country,
laws are tightening and reported cases are on the rise.
When animal control resources are used to regulate or ban a certain breed, the focus is shifted away from effective enforcement of
laws that have the best chances of making communities safer:
dog license
laws, leash
laws, anti-animal
fighting laws, anti-tethering
laws,
laws facilitating spaying and neutering and
laws that require all owners to control their
dogs, regardless of breed.
These sections from the California Penal Code detail the crimes associated with animals, including anti-cruelty provisions, animal
fighting statutes, unlawful killing methods, horse - specific
laws, and a miscellaneous section containing provisions related to guide
dogs, police
dogs, bestiality, etc..
The new
law requires that vicious
dogs - those that attack and seriously injure people, are trained for
fighting, belong to the breed known as pit bull
dog, or have been used in the commission of a crime - be photographed and registered with the police department, permanently identified with tattoos and microchips, and housed in locked pens with a lid when not in a house or on a leash.
The Society remains a strong opponent of
dog (and all animal)
fighting, and we support
law enforcement and prosecutorial activities intended to reduce this widespread inhumane practice.
HSI / Canada and our U.S. affiliate, The Humane Society of the United States, are
fighting puppy mills on several fronts, from conducting investigations, to rescuing
dogs from cruel puppy mills, to lobbying for stronger provincial and federal
laws.
And while saving all
dogs and cats was the chief goal and aim of the organization, and sometimes the
