Despite the image of superpredators and dangerous hallways, most students suspended
from school and most
juveniles in detention did not commit violent
offenses or put the safety of others at risk.
According to Act 4
Juvenile Justice, for more than 35 years the
Juvenile Justice and Delinquency Prevention Act (JJDPA) has provided critical federal funding to states to comply with a set of core requirements designed to protect children
from the dangers of adult jails and lockups; keep young people safe; keep children charged with status
offenses out of locked custody; and address the disparate treatment of youth of color in the justice system.
Too often
juveniles receive incorrect information regarding the
offenses they commit as a minor and as such do not take the actions they need to remove these harmful
offenses from their records.
Proportionally more girls were arrested for certain
offenses, such as running away
from home (59 percent) and prostitution and commercialized vice (69 percent), but most other types of arrests are more common for boys.3 As shown in figure 1, between the mid-1980s and the mid-1990s,
