The CO2 Scorecard report, by contrast, examined changes in electricity at the
regional level using data
from grid operators, which showed researchers greater detail about where natural gas had replaced coal or renewables; where renewables replaced coal; and where electricity consumption simply declined because of reduced demand.
In the January ruling, FERC ordered PJM and the rest of the country's independent system
operators and
regional transmission organizations to respond to a list of 14 questions about how to define and measure
grid resilience, with the goal of determining what, if any, additional steps might be needed outside of existing market rules to prevent or recover
from disasters.
But that's not a concern reflected in independent assessments
from NERC and
regional grid operators, who say the
grid is reliable today and envision a significant, albeit diminished, role for coal generation for years to come.
