Throughout Vermont an increasing number of
schools benefit
from universal free meals, including
small schools in the
rural counties of the Northeast Kingdom, some
schools in Burlington, the entire Winooski
school district and the entire Southwest Vermont Supervisory Union.
The study examines the unions» goals and leadership as well as the role they played in three
small suburban and
rural school districts in New York State
from the early 1960's to the late 1970's.

HAZLEHURST, Miss. — When the state took control of the Hazlehurst City
school district in 2008, the
small rural district was in chaos and suffering
from abysmal academic performance.
The state would have to examine ways to compensate high quality teachers in
rural areas where there may not be a low performing
school to move to, Hall said, otherwise
smaller districts will likely suffer
from a lack of quality teachers.
Because high performing educators in those
small districts have fewer
schools to move around to if they want to receive additional pay to work in lower performing
schools as required under such programs, those teachers would be more likely to choose to work in a
district that can offer that sort of advantage — something Hall said would simply draw even more quality teachers away
from rural schools.
The 11 project
schools were
from eight different
school districts spread across a
rural area in the southeastern U.S.; an eastern city; two
small towns in the Midwest; a large city in the Midwest; and a large city in the southwestern U.S..
