fuel exports form around half of the federal budget, and Russia has a limited amount of fiscal reserves; so cutting that trade may make it unable to
pay it's internal commitments and cause internal instability.
Because Ontario is contractually obligated to
pay for most of the production costs of curtailed and
exported energy, OSPE believes it would be better to find productive uses for the surplus clean electricity to displace fossil
fuel consumption in other economic sectors.
