The story of Syracuse is familiar: misguided attempts at urban renewal in the 1960s, destruction of old neighborhoods by interstate highways penetrating the city center, expansion of suburbs facilitated by federally funded highways and tax benefits for new housing; movement of many industrial facilities to the South; and redlining of old city neighborhoods so they could not get necessary mortgages and insurance for home purchase, rehabilitation, and maintenance.

The regulations were introduced in April 2013, and instructed that those judged to be living in houses with spare rooms receive less funding through benefits.

[6] The columns in the table address: a) the vehicle by which funding is delivered (e.g., tax expenditure vs. social program); b) the particulars of that funding vehicle (e.g., payments to individuals vs. program providers or states); c) the dollar value of the benefit to a family; d) whether the tax benefits are refundable (provide refunds to low income families in excess of their tax liability); e) whether the benefits are progressive (inverse to family income); f) the total annual program expenditure that is conditional on children (e.g., spending on housing vouchers that goes to families without children is excluded); and g) the estimated portion of the total expenditure that goes to children under five years of age.

Even ardent Trump supporter, PA Congressman Lou Barletta, disagrees with the White House on this issue, stating that the afterschool program in his district that receives federal funding, ``... has a record of success when it comes to providing kids with educational opportunities they otherwise wouldn't have had and benefiting families in Northeastern Pennsylvania who balance work and raising their kids in a healthy environment.»
