In 1965, the U.S. District Court
for the Eastern District in Virginia found in Griffin v. State Board of
Education that vouchers
from the state's tuition grant program could not lawfully be used to
fund schools that discriminate based on race.27 While not citing the Civil Rights Act of 1964 as a legal basis
for its ruling, the court nonetheless relied on the law's definition of a
public school — any institution that was «operated wholly or predominantly
from or through the use of governmental
funds or property.»
Together, they started the Great Lakes
Education Project (GLEP) which has worked to provide
funding and private training to state legislators to advocate
for the redirection of
public funds from traditional
public schools to other options, including charter schools, private schools, parochial schools (private schools with a religious affiliation) and online schools.
A new report
from The Alliance
for Quality
Education,
Education Law Center and the
Public Policy and
Education Fund finds that the state's 2016 budget underfunds 81 percent of high needs schools in New York, including in 30 of the 33 districts serving high numbers of students of color.
For students whose needs are not being met in
public school, the ESA program allows parents to withdraw their child
from public school and have the state

This legislation (HB 394) would create a pilot program providing parents of students with special needs the option of withdrawing their child
from a
public school and receiving an
Education Scholarship Account (ESA) with
funds to help pay
for educational expenses outside the traditional
public school.

Moreover, advocates should keep in mind that school districts in participating states access Medicaid dollars directly to pay
for medically necessary services
for students with disabilities.70 The Individuals with Disabilities
Education Act requires that districts provide all necessary services and resources to afford every child a «free appropriate public education,» and some medically related supports qualify for Medicaid reimbursement.71 With less Medicaid funding statewide to meet that guarantee, states and districts would have to siphon money from other education funding streams to afford necessary medical services that support the learning of students with disa

And when we talk about improving
public education, and the very real and increasing threat that is coming
from the corporate «
education reform» types, who want to layoff teachers, ban or reduce collective bargaining rights, take - over
public schools and transfer the care and control of our
public schools to various third parties... let's not forget that many districts do not
fund enough IA positions and every district fails to fairly compensate IAs
for the incredible work they do.
Funding for college work - study programs would be cut in half,
public - service loan forgiveness would end and hundreds of millions of dollars that
public schools could use
for mental health, advanced coursework and other services would vanish under a Trump administration plan to cut $ 10.6 billion
from federal
education initiatives, according to budget documents obtained by The Washington Post.
