Just days into the Trump administration, alarm bells are ringing in the scientific community amid confusing and whiplashing reports of gag orders and funding freezes at the Environmental Protection Agency, the U.S. Department of Agriculture and other federal agencies.

Research and development (R&D) spending is mostly concentrated in six major spending bills that encompass programs in nine federal departments and at least nine other agencies, and includes both discretionary accounts — spending that Congress adjusts and allocates annually — and mandatory accounts — direct spending that has dedicated funding streams established by law.

Non-military spending includes federal funding for public education, veterans» care, the National Institutes of Health, Environmental Protection Agency, State Department and other programs means that the resulting balance.

While we are funded by the National Science Foundation (NSF), we can also provide letters of collaboration for proposals to other federal scientific research agencies, including the National Institutes of Health (NIH), Department of Defense (DoD), National Aeronautics and Space Administration (NASA), Department of Energy (DoE), and the US Department of Agriculture (USDA).

The U.S. Education Department's research chief last week urged education researchers to focus on studies with «practical value» and seek broad support from other educators to secure more federal funding.

And cutbacks in other areas could also affect students, since not all federal funding for schools comes from the Department of Education.

The Education Department, along with other federal agencies and private funders, earlier this year awarded grants for the development of standards in science, history, and the arts.

Fifty percent of the programs funding comes from a 21st Century Community Center grant, a federal program administered through the Vermont Department of Education, and the other half comes from the school budget, donations, other grants and community partnerships.

The U.S. Department of Education and numerous other researchers have sought continually to assess the effectiveness of the federal role in education in terms of its impact on the academic achievement of the targeted populations, but much less attention has been given to the effectiveness of the funding approach.

On April 16, Grassley was joined by seven other GOP senators (including major presidential contenders Ted Cruz and Rand Paul), who signed a letter calling on their colleagues to stop funding the implementation of Common Core, which, they point out, appears to violate federal laws that explicitly forbid the Education Department to influence curriculum or assemble a national database.

Three sets of laws prohibit the federal government from prescribing the content of state curricula and assessments, yet the Department of Education has done more than any other organization to propel the Common Core and is currently funding the creation of standardized assessments that are fully aligned with the Common Core.1

During the pilot phase of the National Institute for School Leadership (NISL) Advanced Credentialing System (ACS) Project, these extra responsibilities involve coaching other principals as part of the pilot credentialing program and study conducted by RAND Corporation and funded by a federal Supporting Effective Educator Development (SEED) grant by the U.S. Department of Education.
