The bill
funds federal education programs at $ 2.9 billion below President Obama's FY13 budget request and $ 1.8 billion above the FY12 education budget; it is a marked departure from the Senate's recently approved appropriations bill, which maintains the aforementioned grant competitions.
In the letter to appropriators, NAESP and NASSP stated that «school principals, education stakeholders and the public deserve to know how the Committee would
fund federal education programs,» and urged the Subcommittee to have an «open debate about deep cuts in education funding by holding a Subcommittee markup.»

As a member of the
Education & Workforce committee, I strongly oppose recent efforts to reduce
federal funding in these areas, and I am the author of H.R. 258, the STEM Master Teacher Corps Act, which would award competitive grants to school districts or states to partner with colleges and universities or nonprofit organizations to establish a
program which will develop, support and retain exceptional teachers in the STEM disciplines.
Federal funders that have made significant investments include the National Science Foundation, through its Science of Learning Centers
program, which offers awards for large - scale centers dedicated to the science of learning, and the Department of
Education's Institute for Education Sciences, which funds neuroscience projects related to e

What's more, a 2005
federal transportation bill allocated an additional 612 million for a new national Safe Routes to School
program, requiring all states to hire a coordinator to administer
funds to communities for new bike lanes, pathways, sidewalks, and
education and promotion campaigns in elementary and middle schools.
But the fate of that NASA -
funded education program and many others was very much up in the air until this week, when Congress passed a $ 1 trillion spending bill to
fund the
federal government through 30 September 2015.
Specifically, the bill would eliminate the often fierce competition for money between NIH and other agencies overseen by the appropriations subcommittee that
funds health,
education, and welfare
programs, as well as between that panel and the 11 other subcommittees that make up the overall
federal budget pie.
She and colleagues are working to replace vital
federal funds for science
education and citizen science
programs.
Non-military spending includes
federal funding for public
education, veterans» care, the National Institutes of Health, Environmental Protection Agency, State Department and other

Education Savings Accounts to Louisiana's «course choice»
programs, Congress should adapt
funding requirements to ensure that
federal funds serve the intended beneficiaries without tying states» hands.
The $ 6 billion
funding for the
federal Reading First
program has helped more students «crack the code» to identify letters and words, but it has not had an impact on reading comprehension among 1st, 2nd, and 3rd graders in participating schools, according to one of the largest and most rigorous studies ever undertaken by the U.S. Department of
Education.
Under the
federal No Child Left Behind Act, schools that receive
funding from the
federal Title I
program for disadvantaged students are required to offer supplemental
education services if they fail to meet their achievement targets for three or more years.
The Department of
Education's decision to link
federal funding to the Core in its Race to the Top
program, its NCLB waiver effort, and its «ESEA blueprint,» and the provision of $ 350 million in
federal funds for Core - related tests, all alienated anti-Washington conservatives who would have remained neutral if the question had merely concerned states collaborating to set standards in math and English language arts.
