One option available to state lawmakers is to enact a line item appropriation to fund Type 2 charter schools with
state general fund dollars.
The state of California first began funding career academies in 1985
using general fund dollars allocated for education; in 1988 Proposition 98 became the state's primary education funding source.
The bill Litzow and a bipartisan raft of lawmakers sponsored would essentially restore most of the state's original law, but with one key difference: instead of
receiving general fund dollars, charter schools would be funded out of a separate account made up of state lottery proceeds.
There are states like Missouri, Virginia, perhaps even Pennsylvania, where the constitutional provisions might be such that funding it
using general fund dollars may not fit with the way the constitution or state laws are already arranged.
