But the trouble then is that there has to be enough low carbon
generation capacity available to meet the shortage in supply if consumers remain reluctant to cut back.
More importantly, however, making more gas
generation capacity available is only a short - term fix and does not seriously address the changes needed to maintain, in the words of the National Electricity Objective, a secure, reliable and affordable supply of electricity.

There simply is not the
available undeveloped
capacity to grow hydro a great deal more, and certainly not to maintain it's proportion of total electricity
generation.
(On the other hand, once wind or solar
generation capacity is built, it tends to get used whenever it is
available — something referred to as the «merit order effect.»)

available to fill those worst - case weeks.

As effective interventions are becoming
available, the next
generation of studies will need to focus on the types of organizational
capacities (e.g., strength of leadership, workplace flexibility, employee autonomy) that are necessary to support the implementation of these programs.
