generation of energy legislation — talks that will be decisive for Europe's energy transition going into one of the last - chance decades for climate change action.

Many important elements
of policy support for renewable
energy are common across all regions and incomes, including renewable
energy targets and action plans, primary
legislation and legal private ownership
of generation, and financial and regulatory incentives like feed - in tariffs or competitive tenders.
These policy actions include new
legislation requiring long - term contracting for renewables and other resources in Massachusetts, Connecticut, and Rhode Island, revised incentives for distributed
generation resources, changes to RPS polices in other states in New England, proposed Massachusetts - specific CO2 caps, and newly - revised forecasts for electricity sales that take the full impact
of new
energy efficiency measures into account.
In that regard, I was the author
of legislation that established a renewable
energy portfolio standard for electric
generation — that was our first effort at promoting renewables (which are carbon free).
While US emissions are decreasing slightly — both as a result
of the administration's policies on renewable
energy and vehicle fuel economy standards and because
of sharply lower natural gas prices that have reduced coal use for electricity
generation — it is unlikely that without additional regulation or
legislation that the US will meet its 2020 target.
The
legislation released today would stabilize the solar market through 2021 by increasing the Renewable Portfolio Standard (RPS) target for solar, closing the current solar renewable
energy credit trading program in an orderly way, reducing the overall cost
of the current solar RPS by lowering the Solar Alternative Compliance Payment, and setting in motion a process for considering the next
generation of solar incentives in the Garden State.
