get additional state aid monies.

school districts, 606 of them, are using that existing teacher and principal
evaluation system, having
gotten a waiver letting them to push back implementing the new, Cuomo - backed system — under which teachers are scored on a matrix — until September 2016.
GR: What do you think about this effort on the part of some activist parents to
get parents to hold their kids out of
school during the standardized tests that are part of the

evaluations that are a part of the requirements of the No Child Left Behind Act.
In this view, Cuomo will cave on most of his other proposals — like merit pay and stiffer teacher
evaluation standards — as long as he
gets a higher cap on the number of charter
schools in the state.

In every
school the Broad
evaluation team visited there was a sense of urgency, the exact feeling you
get in the best charter
schools.
One of the consequences of it not being addressed is that teachers who understand how the system works and value high
evaluation scores will do their best to be assigned to
schools with high ability students, and within
schools will do their best to
get assigned the best students.
To be sure, there is nothing in our current forms of direct
evaluation that requires
schools and teachers to abandon a broad, knowledge - laden curriculum to boost test scores; but it should be abundantly clear that if the field hasn't
gotten this message nearly fifteen years after No Child Left Behind, it's not going to.
But not for all the usual reasons that people raise concerns: the worry about whether we've
got good measures of teacher performance, especially for instructors in subjects other than reading and math; the likelihood that tying achievement to
evaluations will spur teaching to the test in ways that warp instruction and curriculum; the futility of trying to «principal - proof» our
schools by forcing formulaic, one - size - fits - all
evaluation models upon all K — 12 campuses; the terrible timing of introducing new
evaluation systems at the same time that educators are working to implement the Common Core.
The Williams team crafted a campaign not about teacher
evaluations or firewalls or charter
schools, but about «whether New York should
get $ 700 million from Obama,» says Williams.
To
get full «academic» points, the program must require
schools to administer standardized assessments, publicly report the results, and submit to independent

And there's plenty of substance for the president to brag about: Forty - six states and the District of Columbia signed on to rigorous common standards; dozens of states
got serious about teacher
evaluations; key jurisdictions removed caps on charter -
school expansion.
Then we have only one more year to
get the
evaluation model done for all the other teachers, from music teachers to high
school physics teachers — where we don't have annual tests.
The teachers can work together on training, planning and
evaluation so pupils at both
schools get access to the same high quality teaching.
It is the rigorous data collecting and post-occupancy
evaluations that help
get projects such as these shortlisted
schools in the running for the Awards.
At those good
schools, she said, the state teacher
evaluation system could actually
get in the way of
getting rid of weak teachers.
We will not here
get into the many technical problems with measures of achievement growth — they can be significant — and we surely don't suggest that
school ratings and
evaluations should be based entirely on test scores, no matter how those are sliced and diced.
I will often
get emails from practitioners who come here, and they say, Kay, I'm trying to think about implementing a new teacher
evaluation program, or I'm thinking about designing a new aspect for my charter
school.
To
get their share of the money, they had to quickly identify some of their most academically troubled
schools, craft new teacher -
evaluation systems, and carve out more time for instruction, among other steps.
That number is small compared to the Atlanta and Philadelphia scandals, yet with more state policies — like teacher
evaluations, merit pay, and takeovers of
schools with poor ISTEP + scores — riding on students» scores on state tests, state officials, education experts, and parents told StateImpact Indiana they see these pressures to
get results as incentives for teachers who can't hack it to bend the rules on state tests.
In the summer of 2013, this included helping students prepare for work with mock interviews, regular contact with students and employers, assistance to students who needed help
getting work and
school documents, newsletters regarding the progress of students and the participation of employers, and
evaluation of the experience shared by all participants.
Until recently, teacher
evaluations were little more than a formality in most
school systems, with the vast majority of instructors
getting top ratings, often based on a principal's superficial impressions.
States can
get up to 500 points in the competition by proposing specific plans such as expanding charter
schools, giving raises to top teachers or basing a significant part of teacher
evaluations on their students» performance.
In surveys and focus groups, they have complained about feeling monitored, and harbor concerns that it's harder for teachers in the most challenging
schools to
get top scores on the
evaluation.
The areas where states reported struggling the most are
getting the right teacher
evaluations in place, effectively rewarding teachers who do their jobs well at low - performing
schools and dismissing the teachers who are not
getting results.
To improve student performance, he said,
schools need an effective teacher
evaluation system and need to be able to
get rid of the worst teachers and to reward the best ones.
After 39 applicants went home losers from the first round of the Race to the Top competition, many states regrouped and raised the stakes for round two — changing laws to revamp teacher
evaluations, drumming up more support from districts and teachers» unions, and
getting more aggressive about turning around low - performing
schools.
The Tennessean reports that Metro
school officials said at a
school board meeting this week that 195 out of about 6,000 Nashville teachers
got a score of 1 out of 5 on state - mandated
evaluations during the 2011 - 2012

As New York lawmakers hammered out the state budget Monday, state education department officials said the latest proposal would require many
school districts to quickly revise their
evaluation agreements with teachers unions in order to

school aid.
The analysis found that the portion of teacher
evaluations that local districts solely control is heavily weighted in most Long Island
school districts toward ensuring teachers to score high enough to
get an overall «effective» rating.
