This is based
on the controversial policy of «constructive opposition» - cooperating with the
Government on areas of agreement, like
constitutional reform and, as announced last week, a common European foreign and security policy, and opposing it

If a minority Labour
government was relying
on Tory votes to get things through that the Nats didn't like, there is always a danger that the Tories could resort to the sort of tactics Labour themselves often used in such situations (such as

Nick Clegg is to take personal charge of a massive programme of
constitutional renewal, including a referendum bill

reform passed by summer 2011, in what the prime minister, David Cameron, described yesterday as a Liberal - Conservative

But don't think this breakdown in relations means a great
constitutional rush
on the
government benches to
reform.
With these limits in mind, it should be noted that the draft legislative programme published by the
government refers to 23 Bills
on matters ranging from children in care to
constitutional reform to unclaimed assets.
In its response to a recent
Constitutional Affairs Select Committee report — Implementation of the Carter Review of Legal Aid, which attacked many of the proposals for
reform and warned the
government to slow down implementation — the
government says it will stand firm
on its
reform programme.
