A second try was the charm for about 2,300 Washington State 11th graders who retook the state's 10th
grade assessment last summer, according to results released last week.

A Newsday survey conducted Friday on the
last day of state math testing in
grades three through eight found that 52.8 percent of eligible students in Nassau and Suffolk counties refused to take the
assessment.
This was
graded according to severity and the length of time it
lasted at each of the
assessments: never distressed; occasional (of any severity); persistent mild distress on three or more occasions; and persistent moderate distress on three or more occasions.
When the 2013 test results came out
last year, NAGB reported the results against these benchmarks for the first time, finding that 39 percent of students in the twelfth -
grade assessment sample met the preparedness standard for math and 38 percent did so for reading.
American students in fourth
grade are among the leaders on math
assessments worldwide, but by the time students graduate from high school, they are nearly
last among 41 nations, according to the Third International Mathematics and Science Study (TIMSS).
Nonetheless, more than half of those decreasing states were among the handful of states to show progress in 4th
grade reading on the
last round of NAEP
assessments.
For the analysis, released
last week by the Center for Evaluation and Education Policy at Indiana University in Bloomington, researchers analyzed data stretching back as far as 1996 from 4th and 8th
grade reading and math tests administered by the National Assessment of Educational Progress and from state
assessments in those subjects.
Mr. Carvalho has joined other superintendents and school board members in the state in calling for a delay in the use of new tests, including the not yet validated Florida Standards
Assessment — a Common Core variant, with tougher standards than the
last assessment used — to
grade the state's schools, teachers and students.
And among the schools using the «phase - in» approach (taking over schools
grade - by -
grade), schools averaged a twenty - two - point gain in reading proficiency on the state
assessment, and a sixteen - point gain in math
last year.

assessment, the IREAD - 3, dropped to 84 percent from
last year's passing rate of 86 percent.
