A report on third -
grade literacy policies by the Education Commission of the States (ECS), published in March 2012, outlined what can go wrong with strict retention policies:

It offers parents help in figuring out what language and
literacy experiences to look for in preschools and child care; what to look for in initial reading instruction in kindergarten and the early
grades; what to ask school boards, principals, elected officials, and other
policy makers who make decisions regarding early reading instruction; and whether their child is making progress in related skills and early reading.
Provide adequate resources through appropriate federal
policy and funding to states and school districts to address the
literacy needs of all students from birth to
grade 12 so that students graduate with the
literacy skills necessary to be college and career ready.

policy is fully implemented, we will gain a better understanding of how many children are struggling with
literacy, and we will in turn be able to prove the need for additional resources.»

policies they support affect fourth -
grade literacy outcomes.
These bilingual
policies are supported further in the Texas standards related to Spanish Language Arts, which provide bilingual teachers with guidance on how to teach Spanish language and
literacy from kindergarten through 12th
grade.

policies that seek to promote equity and excellence, including the work of Pathways to College Network, the Data Quality Campaign, Adolescent
Literacy, National Standards and Assessments, the National Forum to Accelerate Middle
Grades Reform, and the National High School Alliance.
