The
greatest area
of contention was the
standard of review, with a strongly written dissent on the topic written by Côté and Brown JJ.
There is plenty to commend this in principle: leaving particular grounds
of review out
of the otherwise comprehensive
standard of review analysis does not make a
great deal
of sense.
Recognizing the need for and value
of greater uniformity and public accountability in the
review and approval process, HHS, with support from the Office
of Human Research Protection, National Institutes
of Health, Food and Drug Administration, Centers for Disease Control and Prevention, and Agency for Health Care Research and Quality, has engaged the Institute
of Medicine to recommend uniform performance resource - based

To me, the suggestion that the topic

Standard of Review is the
great Canadian passion, at least for practitioners
of administrative law, is firmly tongue in cheek.

greater benefits than no treatment or
standard care on child functioning and on parental or family functioning, as measured across multiple domains, and to use meta - analytic techniques to determine which programme components are most reliably associated with the most successful outcomes
of parent skills training programmes.
