green line plots CO2 emissions from the electric power sector from 1988 to this April, when those emissions hit their lowest point for any month in 27 years.

That shows the
line between «can» and «can't yet» and it literally
plots the next step for each student so we found it incredibly useful and it was used by teachers because all they had to do was follow the student along their
line, when the colour changed from
green to white, they could check on that point, refer back to the NAPLAN writing guide and work out «what is the next focus for that student?»
The reader should also note that the honeydew
green (white looking)
line on the graph
plots dividends.
I played around with the
plots, only changing the name of the source, and it jumped allllll over the place — in some spots way higher than even the
green line on the graph you feature here.
Also that the scaled secondary frequency
plot (blue) is no longer in agreement with the
green line, indicating that the later half of the record is no longer in accord with the full record as it was when applying a trivial correction.
