Our efforts to learn
more about the nature and consequences of rapid
principal turnover have been
guided by five questions:
First, it provided those making the tenure decision with
more information on teacher effectiveness including a district - developed Effectiveness Framework, a tool designed to
guide principals and superintendents through a rigorous process for determining which teachers have earned tenure.
The assistance with planning also
guides principals toward
more inclusive leadership.
More specifically, the study suggests that
principals play a major role in developing a «professional community» of teachers who
guide one another in improving instruction.
This Turning Points
guide explains the need to create a school culture based on collaboration and shared leadership, redefining the role of teachers and
principals for
more collaborative decision making.
States and districts should establish performance appraisal frameworks that recognize improved teaching as the collective responsibility of
principals, assistant
principals, teacher leaders, teachers, and district office personnel utilizing subject - area and grade - level specialists to enrich the appraisals and
more effectively
guide subsequent professional development.
The assumption behind the title was that the
principal had
more skill and knowledge than anyone in the building and would
guide others in how to teach.
Principals learned to observe their teachers» effectiveness in establishing a classroom environment and culture, setting an instructional purpose for each lesson, engaging students, and
