(3) to aid in the conduct of related activities which will expand or improve the services for or
help improve public understanding of the problems of
deaf - blind
individuals; the Secretary, subject to the provisions of section 306, is authorized to enter into an agreement with any public or nonprofit agency or organization for payment by the United States of all or part of the costs of the establishment and operation, including construction and * equipment, of a center for vocational REHABILITATION of handicapped
individuals who are both
deaf and blind, which center shall be known as the National Center for
Deaf - Blind Youths and Adults.
Examples of work or tasks include, but are not limited to, assisting
individuals who are blind or have low vision with navigation and other tasks, alerting
individuals who are
deaf or hard of hearing to the presence of people or sounds, providing non-violent protection or rescue work, pulling a wheelchair, assisting an
individual during a seizure, alerting
individuals to the presence of allergens, retrieving items such as medicine or the telephone, providing physical support and assistance with balance and stability to
individuals with mobility disabilities, and
helping persons with psychiatric and neurological disabilities by preventing or interrupting impulsive or destructive behaviors.
A Black German Shepherd's trainability, paired with the need for companionship, has led to many of them
helping blind,
deaf and otherwise impaired
individuals.
There are also hearing dogs, trained to assist
deaf people and to alert them to sounds such as smoke alarms, doorbells, and crying babies; mobility assist dogs, which pull wheelchairs and provide
help to the physically impaired; and walker dogs, which
help provide balance when walking to
individuals suffering from movement disorders such as Parkinson's disease and spasms.
